Microsoft has been working hard to create both a uniform operating system, and a universal application platform, that goes across devices, but despite the launch of the Universal Windows Platform (UWP) and the OneCore initiative, it hasn't quite been truly universal. This is all set to change with Microsoft's CShell--a push to create a composable Windows shell that works across every device, while being scalable--a sort of responsive desktop.
